Simplified and traditional Chinese languages for Elxis.

Chinese simplified (zh) and Chinese traditional (zt) languages are now available for Elxis 4.x users. Thanks to Chong-Bing Liu for the translation users from China can now run an Elxis site in Chinese. Except from the main language files Chong-Bing has translated a number of extensions and the javascript calendar and so Elxis 4 has a complete Chinese interface. These translations added in Elxis 4.3 Proteus rev1713 release. To have Chinese in an older Elxis 4 site update to the latest version.
