New configuration option to toggle Elxis defender notifications on or off.

With the latest release of Elxis 4.3 Proteus (revision 1716) a new global configuration option added that allows you to toggle Elxis Defender notifications ON or OFF. Till revision 1716 notifications were always ON and there was no way to stop receiving email notifications for security alerts by the Defender. We added the option to switch off these notifications because on sites with many daily security warnings the Defender sent too many emails. Switching off notifications will not affect the protection Defender applies to your site. This option is available in Elxis 4.3 rev1716, upgrade to this version if you have an older one.
